The lower the squelch can be set to overcome background noise, the better.

2 is ideal in this case.
I set the squelch on my 325P2 to 2 and I’m not receiving any CSP transmissions. Even taking it outside had no changes☹️

I would try the file from the 996P2 in the 325P2.

Delete the file in the 325P2 since it's not working anyway.

It doesn't make sense that you're receiving NONE of the troops.

Should the squelch level be @ 2 when using my BCD325P2 as well ?
Adjust your squelch for what works for you. For a pure 7-800 P25 system, a level 2 would be just fine, as you won't have the same interference issues as analog. In my case, there are active channels I monitor locally that just lock up at the lower squelch levels, so I bump my squelch to 5, and it works for me. For you, where you are and what you monitor it may be a different squelch level.
