Uniden BC125AT says "Charging Off"

Hello, I have a Uniden BC125AT that I got from Amazon in April 2019, and I used the rechargeable batteries and it charged just fine. Up until 2 weeks ago, the scanner says, "Charging off". What does this mean? Is the scanner not Charging the batteries, or did something become shorted in the board?

Even with rechargeable batteries, it says this.

In the 125 in the battery bay there is a switch that must be set to Ni-MH to charge batteries. If it is set to that then try a new pair of NI-MH batteries and if they still won't charge then the charging circuit has failed. You will then need to send the unit into Uniden to be repaired or replaced.

flick the switch just to make sure.
it should have said (Ni-MH)charge/no charge(ALK)
