I have a uniden bearcat BC365CRS and I have had it for several months but I can’t get it to program my frequencies

That's Alabama's statewide digital trunked system. Your scanner, BC365CRS, is not capable of being programmed for a trunked system. Also, that is a digital trunked system, with frequencies in the 700 and 800MHz bands. The BC365CRS is not a digital scanner. In addition, the frequencies used by the linked system are also beyond the capabilities of your scanner; it will not let you program them.

To hear that system, you would need a digital scanner, The statewide system is a P25 Phase II system. However, at this time Morgan county is using only Phase I talkgroups, though other counties are Phase II. The Phase I capable scanners are less expensive than one that can handle Phase II. There is a small handful of conventional frequencies listed for Morgan County that your scanner could be programmed to scan, but just about all public safety agencies (fire, police, and EMS) are on the trunked system, with the older conventional frequencies flagged as 'Deprecated'. For Limestone county, most public safety is on Vhf-high and Uhf frequencies, which can be programmed in your 365CRS. It does not appear that Limestone has moved to the statewide system; someone in your state might be able to tell you whether a change is coming.

While the 365CRS will not work for Morgan County, as well as your city (Decatur), it would work for Limestone County unless/until they decided to join the statewide system.You could also use it for monitoring aircraft, listening to rail traffic, and possibly monitoring some of the VFDs that use Vhf either for tone-outs or as fireground frequencies. But, yes, you'd need a digital scanner fro Decatur and Morgan County.

So this scanner is useless
It also works as a weather radio and fm radio. I know that you want to be able to listen to your public safety, but it's not worthless. If for whatever reason you don't want it and cant return it, There are a lot of places that are still conventional analog.

I use one of these to listen to the frequencies of the local tower/app/ctr (airband). I have also heard a few ham radio conversations, and of course noaa radio.

(Honestly, if you need a weather radio I would get a separate unit that you can use SAME coding and turn on/off specific alerts to prevent tests & unwanted alerts.)

I am sure there is more to pick up, although I am probably not using the best antenna, and home position for other services (such as marine). Police/fire is mostly digital in my area, so I really haven’t investigated using it to listen to the few non-digital analog frequencies.

Of course, it is also an fm alarm clock, and could be a supplemental radio for garage/bedroom/general use.
