If I try to set Priority Scan from the top-level menu I get the screen shown in the photo. Setting Priority DND or Priority Scan does not change the OFF setting.
I also set Manage Favorites>[Local Emergency]>Review/Edit System[St. Louis Area Trunked...]>Edit Department[St. :Louis County Fire Tac]>Edit Channel[Fire Tac 30]>Set Priority[On]

When attempting priority scan for this one trunked channel, I get "Priority Scan - No Channel]

Any Ideas?

It's two different priority systems in the scanner. The one you are showing are the one for conventional channels.
In each trunked system there will be another prio system for TG's, that only works as long as you are monitoring that specific system and only if the system allows your monitoring of a voice channel to go back to the control channel between users PTT's. So can have a limited use.

A priority setting for a trunked system talkgroup is not enabled by setting Priority in your profile. For a trunked system, that is set under the options for a system.

As Ubbe has already noted, you'd need to enable it for any specific system where you have a TGID set as priority.

I agree with all the above.

More of what's happening: your scanner is looking for some conventional frequency marked as a Priority Channel. If it cannot find one, because one hasn't been marked, or it is avoided some way (location control, etc.) the scanner returns that message.

The scanner will continue to function, but the message means "Don't expect any priority behavior because I can't find a channel to give priority to."
