I have a uniden bct15 and bct15x
Was listening to toronto fire and ems - until they stopped working

Wondering if I can program them to be able to listen to Opp or mto

They're analog scanners. Toronto Fire/EMS switched to digital (unencrypted for now), as well as police (encrypted).

OPP is digital (unencrypted), so you'll need a new scanner for that, and for Fire/EMS.

You can program it to recieve OPP but it will be there repeater frequency. You cannot monitor there trunked digital system. Program a conventional system and use channel 410.8625 Mhz but like I said its a repeater frequency so depending on your antenna and how close a cruiser is the signal may be extremely poor

The OPP have 3 vehicular repeater freqs. See the bottom of this page.

But as has been said, you'll get a signal only when a cruiser is within range.
