Unidentified Freq

Heard an unknown freq travelling thru Great Falls last week.
167.85
APCO-25
I believe the callsign was KKT227 or something similar.

The only parts of the conversation i remember was "Waterton North Clear" or "Watertown North Clear"

Any thoughts on who it was?

167.85 mhz is in the federal frequency area, with the agency signing off as"Watertown North Clear" this would be Dept of Energy, Western
Area Power Admin or (WAPA) they take care of the power transmission lines that criss cross the Western US, Watertown is actually located in Watertown, South Dakota and handles the
power transmission to the North, Loveland, Colorado handles the transmission to the South.
If you listen to this freq you will hear dispatchers having linemen open and close breakers or disconnects, etc to route or re-route the power.
I used to work at Yellowtail Hydor-electric Powerplant down in Southern Montana and we were controlled by Watertown.

WAPA Callsigns and Freqs

Not going to be much help there, Dept of Energy has gone to new radios (narrow band) and alot of freqs have changed and most callsigns are hard to come by now, especially for government agencies.
My only suggestion is to scan the federal spectrum and maybe you will luck out with new frequencies.
