Community services districts (CSD) are independent special districts administered by a popularly elected Board of Directors. These districts provide municipal services from a vast array of options allowed in Government Code section 61000 et seq. Attachment C outlines Government Code section 61600. It details the list of services available to these districts, sometimes called "junior cities." The allowed community services districts’ services range from street lighting. domestic water, wastewater treatment and parks to police, fire and cable television. There is no real functional difference between services provided by a city or a CSD.
EGCSD was formed many years ago to provide Parks, Recreation, and Fire Protection services to the Elk Grove area. It serves an area larger than the existing city limits. And like most every other agency, the City of Elk Grove doesn't seem to get along with it.
