There is no real functional difference between services provided by a city or a CSD.

EGCSD was formed many years ago to provide Parks, Recreation, and Fire Protection services to the Elk Grove area. It serves an area larger than the existing city limits. And like most every other agency, the City of Elk Grove doesn't seem to get along with it.

You have that right. The City of Elk Grove is creating there own park service system, which is creating much friction with the EGCSD.

I read that the Fire Chief for Elk Grove Fire recently had a meeting the City of Galt's Board of Directors in order to propose a merger with their Fire Department. I never found out the outcome, I guess I will have to look at the minutes from the meeting.
