Unknown Beacon

Was wondering if anyone can give me a little help.
Today (04/13) at 2030u I monitored a continuous "FO" CW beacon on 401kHz. I searched but haven't had any luck with and I.D.
Anyone have any idea?

I have this one on 400kHz out of Westhampton, NY
400 FO 1019 4.804 'Squir' Westhampton Beach NY USA FN30rv

400 FO USA NY Westhampton Beach-Suffolk County N 40 54 16 W 072 33 23

Jeez...you'd never know this was abt. 20 miles from my house. The noise made it almost impossible to copy.
