Unknown fed activity

Anyone know who uses 165.8375 in digital mode around NJ? I had my scanner in search mode and I heard some some activity on this channel all afternoon, the signal seemed to increase as I drove further south in Bergen county. Just curious as to who I heard?

Thanks. ive heard of Customs, ICE is new to me. I just googled it and apparently it was created after 9/11. ICE is the current version of INS/Immigration and Customs combined. Thanks for solving that for us N2NOV.

Would this happen to be linked with the ICE repeater on 170.7625? I can monitor the 170 repeater from my location NW of Philadelphia...almost always has traffic from North Jersey on it.
