Unknown signal type, Please Identify

I have a couple samples of an unknown signal type. Can anyone please identify and can it be decoded?
One was logged from a local ski resort back in March, and the second from a power utility a couple counties over. The power utility is roughly every 15 minutes.

Sorry, VHF. The ski resort was 159.78 and the power utility was 153.71

Ok, Thanks for that. I've heard samples of SCADA from different sites and did not figure to be it. Sounds quite different.
