Unknown Talkgroups

I have several talkgroups for Gem Comm, City of Boise, BSU, ICAWIN that are not in the RR database, but how can I identify the talkgroup category/user?

Lots of listening and taking notes

Identification of users (Conventional and trunked) takes time to positively ID the users

Some Talkgroups on my area networks, still remain UNIDENTIFIED as there is not enough traffic to pin down who they really are
