Unlisted TGID on NJSP Moto Type II SmartZone System

I have come across an unlisted talkgroup on the older state system with a tgid of 27952. Law activity with a unit running somebody. They identified as "Casino 6049", talking about transporting one with
Does anyone have the official tg label and use for this and has anybody else heard it before or have it programmed? Thanks

In addition to the two prior unlisted tgids, 21248 has appeared on South Simulcast towers with open carrier but no recognizable voice.

Does anyone have any idea why I am seeing these?

Should I put the Type-II equivalent TG's that are based off the current NJICS TG's for 12, 13, & 14 in the DB?
