I just went through this on Sunday. I'm very new to radios myself, but I can help walk you through it if you still need it.

If you are scanning using the main database & range, with the database well out of date, your scanner does not even "know" that the EDACS system is being phased out, with traffic moving to the new P25 Phase II system, AARRS.
I don’t got a computer to do it apple computer won’t download the system

See this page from ScannerMaster on using a Mac for programming:

However, if you do not already have one of the Windows emulation software programs, such as Parallels or Boot Camp, you would need to purchase one of these along with a copy of Windows.

Frankly, by the time you buy those programs, you're already in the neighborhood of the price for a used, but working, PC or laptop that already runs Windows. Sentinel & the other software programs (ProScan & ARC536) don't require a PC with a ton of Ram & a fast processor. A used PC or laptop, as long as it has Windows 7 or later, and can connect to the internet, is all you need. You can get one a PC or laptop that will work for $200 or less. Much less if you check pawn shops or estate sales, If you do, you might get what you need for around $100.

Your only other option is to find someone local to you that can get you back in the game. But long term, you are better off with your own PC. You can purchase pre-programmed card from ScannerMaster, to get up to speed on what is used currently, but I suspect that as agencies move to the new system, there will be some changes & additions along the way. With your own PC or laptop, you can address this & include any needed changes. Without one of your own, you'd need to, again, get someone to do it for you. On a one-time deal, someone may help you. But that is not a blanket offer to provide continuing updates.

ScannerMaster charges $59.95 for a card with the updated database & programming for one county. While you might think it is worth that to you, that's a one time purchase. If and when something else changes, or is added, in the next few months, do you really want to spend another ~$60 to get the changes?

The provoice system is almost completely quiet now and will be shut off soon. They are finishing their transition to the AARRS P25 Phase II system. All of SAPD is encrypted. Most law enforcement is either fully or partially encrypted. Fire and EMS are all clear with some law in the clear. Depends on what you want to listen to. Also, it is a simulcast system so the 436 will have problems picking up the sites.

I see this and it might explain the issue I’m having. I haven’t heard SAFD at all today which is frustrating cause I like to listen when my son is on duty. I remember buying a key code or something about five years ago and was wondering if it expired. But with this transition taking place I’m guessing this is why I’m not picking anything up?

Yeah, they are active as usual on the new system and not patched anymore to the Provoice. The upgrade was the Provoice upgrade Uniden came out with years ago. That was a great time for hobbyist in SA. Could monitor everything again. Now back to the dark. At least majority of LE wise.

So if I update my database I still won’t be able to listen? I sure hope that’s not the case.

You would not be able to monitor any encrypted talkgroups on AARRS. Encrypted talkgroups show a letter E in the mode column. Hover your mouse cursor of the heading on the Mode column for more details on modes & encryption status.

An upper case E indicates full time encryption; a lower case e means that encrytion is used part of the time.
