USCG + After making a transmission where exactly does it go?

Mountains are taller than that, 1200 feet is just a big hill.

I have to ask, does the Coast Guard have a bunch of remote bases in addition to the base stations at their stations? I was doing some work for the local station but nobody there is a radio guy.

Question: Why is it that USCG 1st Dist. will not initiate any enforcement action on a civilian complaint (replete with vessel ID numbers and physical description of operator, and multiple percipient witnesses) of near collision involving multiple violations of the Navigation Rules?

Official 1st Dist. policy (per a letter to me from Commander, 1st Dist.) is that 1st Dist. initiates enforcement action only where the NavRules violation was witnessed by USCG personnel. This, of course, never happens, because 1st Dist (at least in SENE) does not patrol for NavRules enforcement. Most outrageous recent event was a fatal: high speed motorboat on auto pilot with no one on watch sliced (literally) into sail vessel under sail (and, if it matters, showing red to the motorboat), killing (decapitating, actually) the helmsman and severely injuring the crewman. USCG did nothing, and relegated criminal prosecution to local authorities, which resulted in probation for the master of the motorboat.
