I've had the US Naval Academy VHF frequencies in my receiver for a while now and I've yet to hear anything on them. Does anyone know if they are still in use, kept as a backup, or have been deprecated?

I haven't heard the VHF freqs in use for several years. When I'm on the Yard, I don't see any VHF portables, and I don't *think* I've seen VHF antennas on their police cars around town. I'll look next time I see one, but like someone else mentioned, they use the JNCR UHF trunked system for public safety.
