UTMB TXWARN question

So I have both UTMB PD channel 1. Tg 3581 and channel 2. 3481 programed in my scanner. I have had channel 1 in my scanner on record for quite sometime and have never heard a peep? I'm wondering if anyone else has heard anything on UTMB ch 1 ? Or if this was a mistake of someone entered this in error , possibly listening to channel 2 and entering the wrong ID. I've been monitoring UTMB PD using the Galveston county simulcast site. I hear plenty of traffic on UTMB PD channel 2. But none on channel 1 ? Using TRX 1

I am aware that there is currently a conventional channel listed for UTMB police channel 1 as 852.27500 on the Galveston county page, perhaps this is for future use ? However, I thought the conventional channel was used for UTMB police in the Galveston hospital location primarily ? And not for the campus where students are ? Just not sure.
Any thoughts or help with this would be greatly appreciated

I should re word that , the channel 1 on TXWARN is for future use possibly, not the conventional channel, the conventional channel has been in use for a long time, so could the the UTMB PD channel 1 be for future use or a patch to conventional channel ?
