I have put in the frequencies from the DB for Valley County SO(460.4250 and 460.1500) but i have yet to hear any traffic on either one. Are there different frequencies i need to try?

I cant imagine they are on 700mhz since there are no 700 towers that reach that area

Looking at FCC database, there's a relatively new license for them. I'm seeing 460.15 for Smiths Ferry, ID. The frequencies for Cascade, ID look a bit strange. They're listing 465.025 and 465.275. 460.425 is listed for Lake Fork and Cascade and lower power at Smiths Ferry.

I'm seeing older (but still active) licenses on VHF frequencies. Are those EMS?

According to the DB Fire is all on VHF. And i know its not location im having trouble with because i can get ISP's repeater from there (460.2750) which is in the same place, on Snowbank mtn. Another possibility is that they dont use radios or use a mobile data based solution but given cell reception in that area its unlikely.

Perhaps its a mystery

The RR db does show a couple of VHF frequencies that someone reported as being used by the Sheriff's office, so you may want to search those.
