Next time also take a listen to 8TAC90

Many States etc run these in a Tri-Stack pairing all the 0's, 1's, 2's, 3's and 4's together (YMMV tho)

I think I heard them on LLAW1D (39.46) today..."KA??4 (reading a sentence). Maybe there is a lowband overlay in there somewhere too. It would make sense as a backup since the state was on lowband for a long time.

This sounds similar to comms I heard on WISCOM 800 today just after 3:00pm CDT, TG 63003, callsign WSLZ415 or WFLZ415:

Kilo Alpha Two Two Three "An abrupt start does not win the prize." Kilo Alpha Two Two Three
Kilo Alpha Two Two Three <some different sentence> Kilo Alpha Two Two Three
Copy
WSLZ415 (or could have been WFLZ415)
Juliet Zulu Two Two Three "At that high level the air is pure." Juliet Zulu Two Two Three
Juliet Zulu Two Two Three "Hop over the fence and ???" Juliet Zulu Two Two Three

One guy was very readable. The other guy was overmodulated or distorted for some reason...wasn't a typical weak-signal digital garble...just sounded like overmodulation.

FCC callsign lookup:
WSLZ415TOWN OF YARMOUTH0030435895IGActive03/10/2036

Puzzling...doesn't seem to be a Town of Yarmouth in WI. I also looked up WFLZ415. That came up no match.

The license is for Yarmouth, MA. Contact information lists TCS COMMUNICATIONS CORP so is it possibly a contractor or consultant hired by State of WI?

From their website:
"TCS Communications is a complete technology systems integrator. We understand that system integration is more than just inter-connected products and technologies. Success requires that all project disciplines from design and engineering, to planning and execution, all work together toward a common goal. Harnessing the power of emerging technologies requires overcoming complex systems integration challenges. Our team of product specialists can help you manage the complexity of changing technologies, from system planning and design, to testing and deployment, and beyond."

Baffling, the license seems to be assigned to the Wastewater Department for the Town of Yarmouth, MA. I'd conclude I heard the callsign wrong...if I hadn't heard it myself and checked it multiple times. I guess maybe it isn't a callsign OR it actually is WFLZ415 and it isn't in the FCC database yet?

As soon as issued it would be in the FCC DB

I would venture more towards WSLW215

I've attached a ".wav" file that has been renamed as ".txt". I'd appreciate if someone else would listen and make their own conclusion. I admit I do hear things wrong sometimes. Thanks in advance...

At about 4:17pm yesterday (7/30), the "more understandable" operator told "dispatch" that he was terminating testing for the day.

A third voice/operator asked why they were terminating for the day, and the "more understandable" operator said something about Waukesha State Patrol.

The third voice asked something like "can you continue testing while you go to Waukesha State Patrol" and the "more understandable" operator said "no, UW Milwaukee would interfere".

There were no UIDs logged with any of these transmissions, although the callsign was repeated at least one additional time.

The TGID 63003 transmissions all logged as P25 P2.
The TGID 64001 transmissions all logged as P25 P1 or P25 Standard maybe due to weak signals.
