That is the freq to watch the raw feed from the helicopter. They had the microwave feed up-linked to IA-6 (a satellite), probably so major networks/affiliates could pick up the video.
IA-6 = Intelsat Americas 6 Satellite
11788 = Frequency (MHz)
V = Vertical Polarization
SR 3979 is the symbol rate for the video feed. Usually 3979 or 4232 for news feeds.
The feed scans in as "CBS NEWS LA1" and I see it used for CBS/KCAL helicopter feeds (pursuits, major events, fires, etc). In addition to video, you can hear the helicopter pilot talking to the assignment desk on it. I also scan 450-451 MHz to hear both sides.
