voice channels

i have the pro-197 ,i have strong signal but went theres talking the voice channels are unreadable alot of times,any ideas and the area trying to pick up is less then 15 miles

Where are you located and what systems are you trying to monitor? Is it possible you are picking up encrypted signals??

That scanner is particularly prone to front end overload. You will get a strong signal on the meter but hear next to nothing. Might try the attenuate feature and if you have an outside antenna, switch to a DUCK or telescoping antenna. I had that problem with the State Police in this state. With an outside antenna, nothing, back of set radio shack cheapo....problem solved. Good luck.
