on all channels, what seems to be happening that the radio reception 'breaks' up on a regualr bases (every 3 second or so). the SQ does not make any difference. any help would be appricated

Check to see if WEATHER or "PRIORITY" is set.

Every three seconds is probably Priority, as dialtone noted. Besides priority & weather alert priority, the other item that can cause the break in audio is if you have Close Call turned on.
