BCT15X: Volume Offset Not Working

Hi all, did some searching on the forum and Google, but didn't necessarily find an answer to my question.

Does the Volume Offset not apply to conventional radio entries on the BCT15X? I have a local town, and their audio is very low. I tried to adjust the volume off-set to +3 but didn't notice much of any change to their audio.
