Washington County 700MHz Simulcast

I have been trying to monitor this 700MHZ system (along with Meigs Co 700MHZ) with no success using a BCD996XT and a 396XT with the latest firmware. I have no problem with 800MHZ. First I tried to set it up as trunked systems with no success. Then I tried just setting them up as individual channels digital in separate scan lists and basically get nothing except for some sporadic traffic from the Coolville (Portland) site. I can use a RTL dongle with Unitrunker and see the data on the control channels and see the radio traffic happening using SDR# so I have plenty of signal. I can decode the 800MHZ voice traffic using the RTL dongle and DSD+ but when I try that with 700MHZ I see the NAC codes but get no voice but do not get the "muting encrypted audio" message like I do when monitoring encrypted P25 audio. I also get nothing when I try to use my GRE PSR-800 scanning the individual frequencies in the digital mode.
Anyone know what is happening???

1. Squelch turned down? If you hear nothing I suspect squelch is too tight; try turning it back to 1 or 2 at most.
2. System type set to P25 Standard?
