WC1065 USB program issue

I am using ARC5000 to try and program a WC1065 with the factory USB cable. I have tried USB/COM ports up to 10 of the 99 and get and Comm error below, see photo. I have installed the USB FTDI driver and the cable is pushed all the way into the scanner. When I plug in the USB the laptop make a noise a knowing it was plugged in and in the Device Manager window it pops up but it has a orange triangle on it, See attached photo.
About 1.5yr ago I was able to program this WC1065 with this cable and different laptop. Currently using a Windows 11 Surface Laptop. Is it the laptop I'm using?? Any help would be great.

Did you reinstall the drivers? That's my first thought. Go to Whistler downloads and reinstall the driver for the scanner.

Download this file to your computer and extract. Run the extracted file to install it. I have found that is usually shows up on COM port 3, 4, or 5.

Did you reinstall the drivers? That's my first thought. Go to Whistler downloads and reinstall the driver for the scanner.
The only files Whistler offers are the CPUupdater. It looks like the file they have listed for the WC1065 is the same for WC1040. I have tried that and it seems like the Laptop is not interacting with the USP/COM Port and the cable.

Is this the same file that ARC500 offers? If so no luck with that either.

That is the file for the Whistler cable. It is different from the file on ARC500 which works with the Radio Shack cables. I downloaded the file for the Whistler cable when it was on their website.

Install the driver without the cable plugged in. Once you plug in the cable, in the Device Manager, you should see Ports (COM & LPT). If you expand that, it will display USB Serial Port and it should display a COM Port number.

I have installed the driver many times and its still not working. I don't see the Ports (COM&LPT) in my Device Manager even when I plug in the USB cable. I'm at a loss...
