WCCCA Phase 2 system

Does anyone know if The Washington County Consolidated Communications Agency (WCCCA) Phase 2 P25 system,in the date base, is a test system or the system they will switch to? there a lot talk groups on that system,just wanted see if anyone had any other info on system. It is a one site test system on Goat Mtn in Clackamas County. Someone submitted a lot of talkgroups that I've never heard on the system.

The only talkgroups I've ever seen on the system:

Is it really only on Goat Mtn? I'm getting 99% decode rate from a Radio Shack Pro-197 on 857.5375 MHz in the Willow Creek area. Can't get UniTrunker to decode anything from the scanner so can't get any details.
