Weird Data Transmissions (probably a pager)

Picking up a strong data transmission from my area (Gibson Indiana) at 173.3005 MHz. It is constant short bursts of a screeching sound (kind of like dialup), punctuated with a short burst of static. Need help finding what it is. It may be POCSAG but I am not sure. I have attached 2 pictures of the waterfall and 2 pictures of the spectrum analyzer, as well as a link to an audio clip.

Not paging. Likely metering on a water tank/tower near you.
