I just put 169.560 into the same radio/antenna that I was using when I reported how strong it was from here approx 40km to Welland line of sight from my location November 28th. The frequency is active as I write this but the RF level is way down from what it was then, just barely over the noise floor.
I can hear units talking and a female voice at Fire Comm but it is barely 1x2 in level/readability. This is likely what's causing your reception problem as close as Wainfleet, too. Certainly something is different. Recent weather related effects causing a temporary change/damage at their radio site perhaps, or using an alternate site at the moment?
I haven't had it selected since November, so when this change happened I have no way of knowing. FWIW, the no-signal noise floor here in that band is no different that usual, so I doubt anything in my immediate area is causing any problems. Other active frequencies in the VHF band at similar distances are completely normal.
