You can inform him yourself by using the Contact Broadcaster link on this page: West Allis Police, Fire, EMS and DPW Live Audio Feed. However, the feed provider may already be aware of the issue. Unintelligible audio is a symptom of using a scanner model that isn't fully compatible with the digital simulcast radio system used in West Allis. If that's the problem, you might ask him if he would accept donations to buy a newer, more expensive scanner that would work on simulcast so you can listen to clear transmissions. Or investing in your own simulcast-compatible scanner so you aren't dependent on a feed with an older scanner is an option too.
