I live south Lakewood near 285 and have a SDS100 scanner. I can not pick up the Westminster. Is the signal weak or something else?

Westy PD is the big "E" unfortunately on all pd talkgroups. Thats why you're not hearing anything. Pd is paranoid like most other agencies along the front range in being able to be monitored.
But the fire department isn't encrypted.

It seemed like Westminster's outward facing coverage was reduced significantly in 2018, which coincided with about the same time that Motorola Solutions acquired the company that originally built out the system. My idle speculation has been that the Moto engineers came in and made a bunch of changes after they saw how it was originally configured.
