What does "FAF" mean?

I hear this often after the police has radioed in to check on a vehicle registration and/or license validation.
Dispatch comes back with whether the reg is good and if the license is valid-this is when I hear it.
Example: heard tonight a certain person had a valid driver's license but a court dates is pending due to FAF.

At least I think it's FAF they are saying.

I don't know if this term/phrase is used across the country or just in Vermont/Central Vermont.
