I live in Ashe County, North Carolina and I want to be able to listin to local sheriff tac and dispatch. From what I can tell, they are digital but not encrypted. I have a low budget and need to find the cheapest scanner that will work. Thank you for any suggestions.

A Uniden 325P2 will let you hear VIPER P2 and VHF, UHF Civil and Mil air just fine. There is one for sale on the forum classsifieds right now at a good price. New from Amazon they were $418.00 last time I checked.

The cheaper option is an sdr with a decent computer. Not too bad to setup if you have a bit of technical knowledge

much cheaper

Much cheaper and P25 phase 2 don't go really go together.

You are most likely go have to save up for a decent scanner to be able purchase one.

If you have any hamfests in the area might find a used scanner at a decent price you can afford.

I have picked up two scanners models that would work for you the BCD996P2 and BCD436HP at hamfests and each was only around $200-$250 in great condition

That is the cheapest 'Scanner' that will do P25 Phase 2, that I am aware of. The SDR dongle plugged into a computer thing is a never ending battle of software issues, hardware issues and it's just messy. I have been doing the SDR thing for years and I do it because I like fiddling with stuff like that, but a box you can turn on and program a handful of control channels into, and listen...the SDR thing is not.

The days of $100.00 scanners is gone the way of pay phones, I'm afraid.
