What scanner to buy for Wichita Falls EDACS

Wichita Falls will be going EDACS and I was wondering if any of you communications Gurus could advise me of the type of scanner I should purchase based on their proposed system. I believe a firm from San Antonio has the contract

Until you know how much Provoice is going to be used it is hard to say. If I read it right the public safety will be on Provoice so your options to hear them are nill.
