What state is the best for scanners?

I know some rural counties might have a single shared frequency for their police and fire...for example... I'm wondering what the state is that has the most 'simple' systems in it.
Great question which may not be easy to answer. However, the trade off in rural areas is often lack of activity. Your radio may be silent for long periods.

I'm enjoying the receiving environment in North Texas, especially for VHF. I listen to all sorts of analog and P25 conventional on scanners old and new. Compared to far NE Harris county, the amount of VHF signals, and the distance at which I can hear them, is easily 3x the distance. Not having all the pine trees helps on the other bands, too. I seems to get VHF enhancement more often than in Houston.

Encryption seems to be used reasonably in most jurisdictions around the state, but there are some notable exceptions. Some interesting stories out there about some of these places, but take them with a handful of salt.

There's quite a bit more DMR in use here in DFW than in Houston, so that's something I had to consider for this area. There's enough simulcast in both places to warrant an SDS for the feudal-state-ish lineup of trunking systems in NETX, but a lot more of everything else to hear that my old PRO-2042 and PRO-2026 still stay busy, even with the new stuff I got recently.

I'm happy with MPSCS in Michigan. Not much E. Stock antennas work well because it is so well bilt.

I have to say, my ONLY scanner interest is local LEO on MPSCS.

I use Unication G4s.
