Hello, I am looking to program these frequencies onto my Whistler 1040 however I am having trouble, is there a software that I could acquire that could help me with this any help would be appreciated thanks.

Those are not frequencies, they are talkgroups, you need to program in the sites for the system you want to listen to and then select talkgroups. I suggest you read the below for a better understanding/explanation of trunked systems.
