My dad lives in White Co. and his scanner barely picks up anything anymore. It has the right frequencies put in that are listed here on radio reference. Is this because of the digital changeover? I'm assuming it is but I wanted to confirm for him.

Has more to do with narrow banding up there. Range and voice quality are lousy. SO/PD traffic up IS digital or encrypted .... hope this somewhat answers your question.

White County S.O. and Helen PD are still on VHF, but they switched to MotoTRBO digital technology about a year ago. You can't monitor it with a scanner.

easy way to tell, walk by and glance at one of their XPR's and see if the "padlock" symbol is "unlocked" on a display radio.

Yes it is locked or encrypted on Law enforcement

The land of broken calculators.
I guess they aren't proud of the work they're doing. Because if they were, they wouldn't keep it secret.

When I was in my teens and I'd come home late at night after a night of doing things my sleeping parents wouldn't approve of, the next day they'd always ask me what I did the night before. And I'd plead the 5th. And they always would say to me, "If it's a secret, you must not be proud of it."

They were right.
