Digital audio is received and decoded based on the idea that the signal is either good or bad, not much of a middle ground for signal quality (digital cliff). This is why you never hear static for digital signals, but you may run into signals breaking up (going "digital"). Conventional does have the middle ground (rolloff) so the farther away you are, the poorer the signal quality you may receive.
As for the volume, digital signals are generally put through an audio AGC (automatic gain control) which attempts to process all the digital audio and bring them to an even volume. In cases of digital scanners, the digital audio is often the baseline of volume for the scanner. On older scanners (if conventional) probably doesn't have digital audio as a baseline, so you are getting the impression that it is louder. It's also good to keep in mind that all scanners are different and have different performance with strengths and weaknesses, so it's possible that the older scanner is just a better conventional scanner.
I don't have a WS1080, so I do not have a good answer for the settings. I do know that P25 Phase I and older GRE/Radio Shack scanners had an AudioBoost option that allowed one to increase the audio by a fixed 6 dB.
