Most if not all Cape May County police & fire departments as well as the NJSP toll road & Troop A patrols are on the NJIS p25 phase 2 system.

The Radioreference pages for Cape May County are quite accurate, and show Wildwood Beach Patrol as analog on VHF. Stone Harbor and Sea Isle Beach Patrol talkgroups are listed on the NJICS and I can confirm hearing them there last summer. The others are all listed as VHF or UHF conventional analog. I can confirm Cape May BP was on their listed 150.995 frequency last summer.

As stated above, the majority of County Law Enforcement and Fire Departments are on the NJICS. On scene FD comms for all but minor incidents usually move to a Tac channel. In Cape May City VHF conventional Fire Tac 2 is most commonly used.

Finally, the beach patrol and lifeguard talkgroups on the NJICS are classified as “Public Works” service type, so you this service type must be enabled on the SDS.
