It would help if you told the thread what make & model scanner you're requesting assistance with. Also worth noting that law enforcement in Williston are listed in the database fully encrypted (mode "DE") and therefore cannot be monitored. Who else are you looking to monitor?

We have a couple different kinds of scanners, but we already can hear law enforcement. It’s all good, I just thought there would be somebody who does this as a side.

Interesting Williston isn't participating in SIRN.....Of course, IMHO, ND deciding to use 800MHz for SIRN was not the right choice for the rural expanses of ND. VHF would by much more appropriate and require significantly fewer towers (essentially the existing state radio tower locations, with maybe a few fill-ins added) and continue with vehicular repeaters for portables, as ensuring every square foot of the state for 800MHz portable coverage is spending a TON of money and most of that square footage that will never see use in a decade or more (not to have a "rocks and cows" moment here), a lot more economical to have like 25W mobiles and handhelds that remote control those (would something like DECT be an option for that, instead of the traditional vehicular repeater?)

800MHz simulcasts of the system could be done in Fargo (except they joined MN ARMER instead of ND SIRN), Grand Forks, and Bismarck for improved direct urban coverage for portables for the local PD and FD.

What are you looking for with working on or programming scanners? What type of scanners? The Williston area is migrating to the new SIRN 2020 800 MHz Trunked system that the state is rolling out. Public safety and the City of Williston is already using the new trunked system with VHF still being used among county fire units with crossing into the new 800 MHz system and they are migrating. The system is encrypted for law enforcement users and if it isn't right now, they will be converting to encryption at some point down the road. Other counties in that area like McKenzie and Divide use the North Dakota State Radio System on VHF, and state radio is about a year roughly away from migrating to SIRN from what I have seen and heard. With the SIRN system being a Phase II trunked system, if you're looking for scanner to monitor this you will need to look into purchasing a scanner that is capable of Phase II. Provide us more information what you're looking for help with.

I will suggest 2-3 RTL-SDRs (one for every 2.4 MHz you want to cover) and SDRTrunk software.
I use that in Grand Forks for SIRN 2020 (all talkgroups in the clear here, no encryption - pretty much all public safety in GF County is on SIRN 2020), MN ARMER (most talkgroups are not encrypted), and VHF ND State Radio.
If you want to see my raw feeds OpenMHz (I did filter out some unencrypted, obviously undercover/tactical talkgroups, not putting those officers in danger) and OpenMHz (pretty much all unencrypted talkgroups are published)

I just arrived for the first time in Williston, I'll do what I can with my next month or so up here to update the database and fill out the SIRN for this corner of the state. Lots of missing sites that may be on the air. I've already gotten Site 1.84 on 852.3875 west of Williston, and it's the only site I can get tonight. Neighbors with 1.2 (williston metro), 1.46 and 1.48. I have a bad signal where I am staying, I should be able to be more mobile and really get some good stuff tomorrow and Monday.

Awesome! That part of the state definitely needs some TLC. Also Williams County and Williston needs some info on talkgroups too.

Just a little update for anyone wanting to listen to Williston, at this time PD, SO, and WFD are all on SIRN and are TDMA clear. Did not see any encrypted transmissions all day long. No activity on the VHF system owned by the city. Jail, Landfill and public works are all on VHF analog. I’ll get more updates when I come back next week.

Been very busy but finally got time to do some recording on the Ray site near my hotel in Tioga. All SO comms have been in the clear, Tioga PD is using SO primary for comms, and found 53210 to be the Williams County Fire/EMS dispatch group, and caught a good pursuit of a stolen vehicle on 53109, and the talkgroup was conveniently referred to over the air as "Pursuit"

Going to get into some VHF state radio system monitoring as well.
