Can someone tell me if Windham fire is Dispatched out of troop D or troop C statewide system.

Neither. They are dispatched by station ww in willimantic
They are currently testing on CLMRN (no active calls as of yet). I have monitored their radio traffic on the Troop C Simulcast Site. They are likely on neighbor sites as well (i.e. D, K, etc.), however, I cannot confirm ...
