Wireless Locator Fail?

460.1875MHZ is the Oklahoma County Courthouse Security frequency. The repeater signal itself is very strong because I live 3 blocks from there. The signal going into the repeater is kind of weak. Just barely enough to hear bits and pieces. The automated voice keeps saying in intervals something to the effect that a wireless locator has failed then unintelligible then judge then unintelligible.

I was thinking maybe someone on house arrest broke their ankle bracelet. I am not sure though.
