Probably a silly question, but here goes...
I keep hearing the term "with or without flash" in a lot of the police calls...Is that in reference to a gun being fired??

Could it be in reference to the light bar on the squad car roof ? :confused:
As in , what sort of response is warranted .
Other than that , I'm thinking a crime scene where evidence is being photographed .
Is this a common term , heard daily ?

yes.. Daily..
I think that you might be right about the light bar. Arriving on the scene without lights or siren..
