I don't have good signal quality for this system in my office, but I randomly checked it out after adjusting my antennas / radios in prep for a new monitor screen. It turns out I have a *good enough* decode to read at least most of the cch signaling, and build the complete database of system channels and logging of a few users. What I found interesting were the Join attempts (all Denied) by a few FIRST users:
2129601 - MSP user, mostly on Barrack P/J and formerly on M;
2138854 - DNR user, mostly on Area 3;
2129043 - MSP user mostly on Central Troop area tac channels;
2119399 - SHA District 4 CHART user;
2353030 - UNID;
2119884 - SHA District 3 CHART user.
The question is was this via an ISSI link, or trying to directly access the system. This was on a Saturday over a holiday weekend, so I don't think it was testing. I'm thinking some sort of system link, but the system not indicating a relevant peer site. Perhaps a new technology / config is being used. I am seeing similar call statuses on the new Zone 5 sites - I'll try to post some examples. For now, below is what I'm seeing on the WMATA system:
