I have been watching these two antenna's. I have the max on my pro 2096 and the rs 800 on my pro 96. I have notice that my rs 800 picks up more then the max. Is the max not made for the 800 system? If anybody got info on this would be great. I'm thinking of just taking the max off and getting a rs 800 and put it back on the pro 2096.

I've owned, and used both, and found them to be comparable. I prefer the RS800 on a hand-held for obvious reasons...it is less cumbersome and doesn't draw so much attention.

Had both. Traded the Max. My experience has the RS head and shoulders above the Max.
Put a tarp over the Max and you have a scanner umbrella...

It would appear (you didn't post measurements) that the Max is a quarter wave ground plane at 850 MHz (3-1/2" elements). The RS is a half wave end fed and it works a little better than a ground plane, so your results aren't surprising. (If the Max is a quarter wave ground plane at 450 MHz [6" elements], it would perform even worse at 850 MHz.)
