WRTH Bar Graph Question

Hello,

Have purchased the WRTH BarGraph.

Across the top, they have "0" to "24"

Just want to be sure that I have this correct.
I wrote them, but they never answered.

Should one just add two zeros, and assume, then, that it is GMT time ?
e.g. their 17 would be 1700 GMT ? (And not some variation on local time)

Yes, it's UTC, so 17 is 1700 UTC.
