HI my son got a ws1010 for Christmas. Upon entering local Spotsylvania frequencies we found that the Spotsylvania sheriff's frequency changes when entered. It is .4525 but changes to .4500. Is this an incapable channel?

Yes, but not for the reason you think. According to the database entry (links are in blue);

https://www.radioreference.com/apps/db/?ctid=2905

The frequency uses a mode that the 1010 can't handle (DMR). All you'll get is noise. To hear your county's system, you're going to need a (much more expensive) phase 2 scanner. See the 'Scanner Support for TDMA' section of...

APCO Project 25 - The RadioReference Wiki

Note that most of those models are DMR capable; some need a firmware update.
