I live next door to our local fire dept and i have 2 scanner. One is an older radio shack 1000 channel and it works fine picks up everything. The other one is a Whisper ws 1065 and that one won't pick up anything.I have no idea whats going on but the radio traffic on both of them slow down at night and mostly just get local. So i was wondering if i am doing something wrong with the newer one

You've asked this question a few times now and got several suggestions, did you try them? Didn't they work?

Check your squelch setting. Do you have scan lists enabled? Is the attenuator turned on? If you are using software to program the WS1065, please attach your programming file so we can take a look at it. I have ARC500, Win500, and PSREdit500 software. You will need to zip the file to be able to attach it. Click on Attach files and open the zipped file.

In addition to my previous post #3, try swapping antennas. Is the antenna seated all of the way? Make sure the center pin on the antenna connector is not pushed in or broken off.

In the Object Browser, click on Conventional. For each frequency, enter the frequency, Alpha Tag and Scan List. Select the Squelch Mode. If frequency doesn't use a Squelch Code, select None (carrier squelch). If it uses a PL tone, select CTCSS as the Squelch Mode and double click in the Squelch Code column to select the proper Squelch Code. If it uses a DPL tone, select DCS as the Squelch Mode and double click in the Squelch Code column to select the proper Squelch Code. If frequency is P25, select P25 as Squelch Mode and enter the NAC in the Squelch Code column. PL and CTCSS are the same. DPL and DCS are the same. If you want to check if a frequency has a squelch tone, set Squelch Mode to Search. Once you understand all of that, I will explain the other settings.

I think i got windows 11
I've heard about a lot of problems with win 11, enough that I won't upgrade. Cable (you didn't say which one) driver might not be up to date. Drivers with Windows are a big pain in the ass, frankly.
