WSP PL's question

I noticed on this site under WSP it says the following:

When monitoring the WSP do not use any PL tone's It hase been posted that the entire system is not fully built for tone only use,

and you will miss part of some transmissions.

I was curious to see if this was true? All i Know is that the King Co/Seattle North Freq(155.580) is super super scratchy on a daily basis. really poor reception. In fact i recieve Kitsap Co. with Pl in place so much more clear. As well as Snoco. So I was just curious if i remove the PL's for the local seattle area won't i get all kinds of WSP traffic??? I know some of the sdame freqs are in use system wide..

For the frequencies that don't overlap, there probably won't be much harm in programming them as tone deaf.
