OK, I currently monitor the wv state police on 42.100 in clay county. The problem is that I cannont hear the car side of the conversation, just the dispatch in South Charleston. I know there is a frequency out there that has both sides on it, does anyone happen to know what it is. THANKS!!!

try these

here are some others you might try. 460.35 and 460.1 are pretty active here in Raleigh county, also I get some activity on 72.10 from time to time, I think this may be an extender freq. I hear very little on most of these but some might be active in your area..

You are looking for the intersystem link from the Clay tower back to HQ. South Charleston uplinks to Clay on 75.9200/156.7 (but since you can hear them on 42.1000/156.7, no need to program this one in). Clay downlinks back to South Charleston on 72.9200/156.7. Program this in, and you should be able to hear all of the mobiles in your area. The downlink does not repeat the uplink (i.e., you'll only hear mobiles, so you'll have to scan both freqs to hear both sides of a conversation).
