Anyone know why some transmission aren't encrypted?

I think it's done on a call by call basis.
Dispatch is sometimes encrypted for months at a time and then other times its in the clear for months at a time. No rime or reason. Most of the cars and portables are encrypted however there are some that have the encryption turned off and operate in the clear. Im not sure why this is but they do have first generation digital P-25 radios so maybe they are unaware that some radios are operating in the clear.
