151.625 PL - 103.5 - Tracking/Investigations St. Charles CO.

Near my home in the South O'Fallon, MO area I have picked up , 151.625 PL 103.5. They were about a mile away and then would fade out. I know this due to them saying their location.

The FCC Database shows the possibility 200ish Licenses. However as we know many businesses do not register their radio.

The chit chat that I heard was some kind of surveillance on a woman and her child which I found odd. They watched her pull in , back out, switch cars, left and followed her , then a few hours later they returned in the area and asked if they got any good video.

I did find one license that expired in 2001 for an investigation agency in St. Charles, could this be it or does anyone know what other license this could be

Probably Private detectives(investigators) and they tend to stick the low power frequencies
